Not true. Within partnerships, not every task requires people to collaborate or work together. Some tasks are more efficiently and effectively completed in isolation.
Involving more people, taking the time to learn how to work together, in order to complete a task or goal, could be a waste of time and use up scarce resources.
If the objective doesn’t require collaboration, use a different strategy.
